Does NDC terminal specify dispenser cassette denomination?

Hi guys.

I'm studying NDC message formats and rules to implement.
in NDC+ / Advance NDC documents,
there is a customization data message named "Dispenser Currency Cassette Mapping Table" that downloads currency type and dispenser cassettes' note denomination (note type like $5,$10,...) data to Terminal. Does the Terminal specify each cassette's denomination in supervisor mode and send it to Central? As i read DDC (Diebold) documentation , it's done in "Send supply counter" message. As i saw in DDC supervisor guide, there is a supervisor menu that allows defining each dispenser cassette's denomination (called "Bill Type"), but there's nothing similar in NDC's supervisor menus.
Does NDC Terminal have such message and behavior, or the cassette nomination is specified just by Central?

But why NDC's behavior is completely different from DDC?
I think DDC model is much more safe than NDC, cause DDC lets the terminal supervisor decide how to place note types in cassettes , and send its cassette config (includes cassette denomination) to the Central in "Send supply counts" message, but NDC doesn't have such ability in its "Send supply counters" message.
Please help me understand why NDC isn't like this? In NDC , how can we announce all terminals' supervisors what they have to do with cassettes and note types?

I think NDC's way is better, because the cassette denomination configuration table is on CENTRAL. Therefore "field engineer" and "bank operator" can not change cassette denomination without informing CENTRAL guys from BANK.

I think there is mistake risk in both NDC and DDC.
In DDC , terminal operator may do a mistake in setting denominations.
and the risk of placing wrong notes in cassettes is possible in both NDC and DDC.
